Basically, the way shown is correct (especially the advice to back up and the local test installation).

The instructions are more than basic they are quite detailed. There is no 'one size fits all' so "some juggling" is needed to get the correct php/database versions that will work with the update from one Joomla to another. Some updates will fail because the next version of Joomla needs a higher version of php/database.

But the way using Akeeba Backup is less complicated (also described in the article mentioned above).

Nothing complicated about the Akeeba instructions. "10. Use the last good backup to install into Wamp's \www\test2. The install will create the database to the name you chose during installation. (suggest test2) "
Installing to a fresh folder/database prevent folder/file mismatch. It also keeps each update stage distinct (good house keeping).

When an update fails because of higher php/database version installing to a new folder/database of different php/database version is necessary.
